Since we're trying to take out the system initiator as part of the changes to not use User.current_user in retirement can the initiator that is currently set to user get set to the actual userid of the person making the request from the UI? I'm thinking this could happen in process_tasks, since that's the code path from the UI.

Any thoughts, @tinaafitz ?
