Remove the two HKEY_CLASSES_ROOT\Directory\Background\shell\WSL and HKEY_CLASSES_ROOT\Directory\Background\shell\WSL\command keys with regedit.

This should work:

Windows Registry Editor Version 5.00

[-HKEY_CLASSES_ROOT\Directory\Background\shell\WSL]
