pause worker doesn't work #1348

I go to settings->devices and "pause worker". The icon changes to confirm it's paused. I need to work on my device. But MAD continues to restart pogo and reboot device so I can't work on it. "Pause" is getting ignored by MAD. The only way to work on my device is to stop MAD completely.
It worked perfect on legacy but not on async.
