Can't "click and drag to re-order chapters"

The table-of-contents view in Composer tells the user that they can "click and drag to re-order chapters". It doesn't look like this is actually possible. As a user I expect to be able to click and drag chapters to change their order (so, making chapter 2 become chapter 1, for example)
