Validate playback settings behavior and hide non-functioning items #1777

As a user, it appears that when I click 'ranged' or 'fixed ranged' it results in playback being broken, likely because the range and fixed ranged options aren't actually implemented. This is true for layers and stories.

However, it appears that the remaining playback settings options (instant, cumulative and the speeds....2x, 4x, 8x etc) are working ok as is.

A developer should validate what current behavior actually is and then, working with PMs, hide functionality not enabled so only functional options are available to the user.

Acceptance criteria:

  1. only functional playback options are available to user
