Сontrol panel doesn't open after closing it if the ExplorerBlurMica is enabled

If i open the control panel with ExplorerBlurMica it works, but if I close it, it won't open anymore, until I restart the PC (that is, until all Explorer and control panel processes restart) (similarly, the first launch with enabled ExplorerBlurMica will be correct, but reopening the control panel after full closing will no longer work) or I uninstall ExplorerBlurMica (then the control panel will work correctly - open and close any times).

This issue it appears regardless of whether I use the regular version or the version with a UI (it makes sense, because the main library remains unchanged, what with the addition in the form of a UI, or what without it).
