Clean up build environment #22

There are many issues with the build environment:

No overall build script for the Python code.
No overall test script -- instead you have to run python on each of the .py files
No easy way to update the baselines for the tests
The Rust code does not integrate well into VS code, as its Cargo.toml is not at the root
The Rust code is not automatically built
