Issue description

When taking out fuel rods of any type from an RBMK reactor in singleplayer, it crashes the game 20% of the time.

Steps to reproduce

  1. Have a fuel-loaded RBMK reactor
  2. Take all the fuel out
  3. Game may crash

This is something that shouldn't even be possible logically, but I can still make sure the code doesn't fail like that.
