孟 子 曰: [
+ Master Mèng (孟) said:
以力假仁者霸: 霸必有大国.
+ With force practice false justice should dominate: dominating must have superior State.
以德行仁者王: 王不待大. [1]
+ With virtue practice justice would thrive: thriving may not await superior.
汤 以七十里. "文" 王 以百里.
+ Tāng (汤) started with 70 Lǐ. Lord "Illuminance" ("文" 王) started with 100.
以力服人者: 非心服也; 力不赡也.
+ Those force with power: not in heart truly support; the power does not help.
以德服人者: 中心悦而诚服也. 如 七十子 之服 孔 子 也.
+ Those proceed with virtue: in heart glad and sincerely support. As the 70 Excellencies' reverence toward Master Kǒng (孔).

One valid interpretation:
Those who practice false justice with force would dominate, and which would result in a superpower.
Those who follow the virtue and practice justice would thrive, but which may not easily survive.
一以王道: 难以自保.
