[Spam Protection] Mark Hashtag as blocked

Is your feature request related to a problem? Please describe.
In the recent spam wave they used hashtags quite a bit. The only way to delete these posts on mass was to go into psql

Describe the solution you'd like
It should be possible to mark a hashtag as "blocked", so posts that use it are either rejected or at least blocked
