The file is: lib/mercury/reconf/scripts/mtags.in

The templates (i.e. the *.in files) in that directory are put there deliberately so that the system can be reconfigured
using the copy of the configuration script in lib/mercury/reconf/configure. Everything under the reconf directory is
intended for that purpose.
