MetacelloPackageSpec>>explicitLoadUsing: may not load a newer version of the 
requested package when one or more of the repositories are down and it does 
this without throwing an error or any other notification...

As a result, you can end up with a 'version not found' error, because you 
really needed to get a new version of the configuration.

It doesn't make sense to throw an error in this case because we don't know that 
a problem will ensue and we definitely don't want to fail because a repository 
is offline, but we may want to dump a warning and set an internal  flag or 
something so that we can let the user know that the world is not quite right ...
