Prevents overwriting the state using AutoSaveState middleware

This change allows to keep the state and prevents unnecessary overwriting. Currently, the AutoSaveStateMiddleware class always overwrites the bot-state.

In the C# version, the BotSetState.SaveAllChangesAsync method does not force the update of the state.
