Support non-raw (start Jupyter Server) kernels for VSC Native Notebooks #1215

Today it only supports raw kernels, not tested with Jupyter (ie. spin up jupyter and connect to it using the jupyter API)

"jupyter.disableZMQSupport": true

to test
