Unpin the ptvsd version in the installer prompt #3237

We pinned the version so we didn't need to use the --pre flag. But it is released now so we can unpin the version.

Are we planning on doing this everytime?
What happens when PTVSD related a new version tomorrow?
Well end up using a new version!
Why not use the version of PTVSD that ships with the extension?
