Specifying a remote server URI should ask to reload VS code #2323

If you specify a remote server URI, current windows don't use it and reopening them doesn't fix the problem.

We should probably do one of:

  1. Force a reload of VS code (language server does this already)
  2. Reopen all notebooks on the remote server
  3. Implement our remote idea about remote just being a file server instead of a notebook server
