Variable explorer doesn't refresh on restart if not open #2336

  1. Run a cell
  2. Add a variable
  3. Look at variable explorer
  4. Close it
  5. Restart kernel
  6. Reopen variable explorer

Expected:
Variables empty.

Actual:
Variables leftover until run a new cell

Actually for notebooks it looks like it doesn't work at all.

Validated. Checked it visible and hidden on reset for both interactive window and notebook editor.
