Actual behavior is that this is supported on mobile only. It's disabled on desktop sku (including tablets, 2:1s, and touchscreen laptops). There's a setting in about:flags to override this, but the default is not what we say in status.

I've just checked on multiple Windows 10 1709 Desktop devices, with and without touchscreen, and Touch events are "Always disabled" even on Edge 16/Fall Creators Update 16299.15.
The status page should change the state from Supported to Preview, right now it's misleading web developers, and ideally Touch events should be enabled in all Edge browsers by default.
