Rebindable Spectator speed control

This is also controlled via the scroll wheel (I don't know if horizontal scrolling affects it at all though). It seems to be hardcoded in vanilla and unaffected by the mod, and handled separately from hotbar scrolling, so some way to rebind it (also separately from hotbar scrolling) would come in handy.
