[FEAT]: User setting - automatic TTS

Enable a user to set a user-specific setting to trigger TTS once a response is finalized so that they don't have to manually click the speaker icon every time.

This should be user-specific and should start the request process from the frontend since not every provider for TTS requires or has backend support (eg: PiperTTS)
