Make sure people with the appropriate permissions can mention users and those mentions redirect to the correct comment/status

Re-discover how mentions work
There should be a hook for custom mentions somewhere that I can use
Use the default permissions/settings for mentions
Figure it out how to include the mentions script inside React or find an alternative like a custom mentions library
