Replace css filter blurred background image with a blurred .jpg #25

Currently, the sites background image is being blurred with the css "blur" filter.

This filter in particular creates a lot of performance issues (here's a good write up as to why).

A more performative implementation would just be to use a gaussian blur on the image in photoshop.
