Create a scoping template for new tools testing #12887

Create a reusable template to evaluate new tools from the engineering team point of view.

The template should include the following sections:

  1. Ways of Working: Commitments and goals, should include a disclaimer on how the timing will vary but the goal is to designate one sprint per tool, per engineer.
  2. Scoping Info: Including lead developer of the scoping as well as timeline information
  3. Tool Information: Name, relevant links
  4. Engineering Checklist as seen here:
  5. Costs
  6. Documentation Analysis
  7. Support available (chat/email/ticket)
  8. Vendor ongoing development: any available open repos?
  9. Localization process
  10. Implementation type: (API/Embed/Iframe)
  11. Security: Validation for forms or additions required on site
  12. Downtime handling
  13. Logging systems
  14. Customization available (styling)
  15. Finally version should live on Confluence
