I have verified this issue with Firefox Reality version 12 RC3 (f2e4a1c) installed on HTC Vive Focus Plus, Pico Neo2 and Pico G2 4K headsets.
On the HTC Vive Focus Plus the issue is not reproducible anymore and the time is always updated immediately.
On the Pico Neo2 and Pico G2 4K the issue is still reproducible.
Given this I will reopen the issue.

I have verified this issue and it's no longer reproducible using the Firefox Reality v12 RC4 (9fd870c). Now, the app displays the same time as the device.

Tested on HTC Vive Focus (Android 7.1.2) and Pico Neo2 (Android 8.1.0).
