[BUG]Proxy(VPN) not work in LTS4 for Win11x64

Describe the bug

Today after update from latest NOT LTS , I got no network for Google Apps. I using the WSA from China mainland, so I used Hiddify to get network to google servers. It works well with windows apps and local network, only WSA cannot connect correctly.

Steps to reproduce the issue

Just update wsa to latest lts version, then use a proxy or vpn , opening some google apps.

Expected behaviour

Google Apps can connect to servers easily.
