SynFloraFix generates invalid formIDs for records from ResourcePack.esl

The latest update of Skyrim SE to version 1.6.1130 added the ability for plugins to use the 000-7FF form ID space, increasing the plugin file version to 1.71 to reflect this change. This appears to have broken SynFloraFix when processing the _ResourcePack.esl file added by the update. There are three records for Aloe in the resource pack that get a 00000 form ID prefix instead of the correct prefix for _ResourcePack.esl, as either SynFloraFix or Synthesis are seeing them as overrides of Skyrim.esm instead of being from the correct plugin.
