Upgrade titiler and titiler-pgstac

This issue is to plan time for the maintenance work needed to upgrade titiler* packages--the change is already in PR #148.

• existing PR caught up to latest in develop/new PR drafted from previous work
• veda-config urls have been reviewed and updated if any parameters need to change for the upgrade (or veda-config issue is opened before any backend titiler changes are deployed to staging)
• communicate changes to eox EO Dashboard team https://developmentseed.slack.com/archives/C013RV49UJG/p1682599922069469
• upgrades deployed to develop stack and staging deployment timeline set (if external users need time to update)
• remove custom factory that is included in the upgraded titiler
