Implement groups for CF-1.8. See cf-convention/cf-conventions#144 and cf-convention/cf-conventions#203

This enhancement is dependent on a third-party library for implementing the CF groups algorithm. This package is still under development. Work on groups in cfdm will not start until it is ready, and as a result groups will probably not be implemented in version 1.8.0.
