The eml distribution is hard to understand browse because most xsd and img files are at the root level. Refactor the directory structure to be more organized by creating new folders for xsd, png, and other files as appropriate.

More restructuring and testing needed, but basic documentation build is now working again with xsd and img subdirectories.
