Insufficient user balance should show popup when signing transactions

Description:
When a user doesn't have sufficient balance to cover gas, and try to confirm the transaction, the screen is paused, and the console shows error. We should ideally update the VM to handle it, but for the meantime we can show a popup before user initiates the transaction if there balance is insufficient to cover the gas/deposit.
