"format: false" is still formatting

E - "For context, I’m wondering why you want format off?"
K - "i think it will save a lot of spaces, and I already have internal format process so dont want all of the codes to get formatted"

Acceptance Criteria

• format: false test, when false, the value passed to format should be unchanged
