Validating a metadata overwrite spreadsheet

It was reported to me today that when an overwrite spreadsheet is submitted, the validator returns errors for the handle field:

New files don't have preexisting handles

Given the clear error message, I suspect this is intentional. Since the overwrite and new file manifests are very similar, it would be helpful if both types of manifests could be validated with the spreadsheet. Would it be possible to update the validator so that the presence of either a filename or a handle is valid?
