Add a reader for radiosonde met data to MONETIO / MELODIES MONET

Add a reader for MONETIO / MELODIES MONET for radiosonde meteorological data. We would like to add ozonesonde data into MELODIES MONET too so possibly these efforts can support one another.

We are able to make vertical series & vertical boxplot using ozone sonder. A new PR request will be sent soon!

@btang1 I didn't realize that you were also working on this currently. I was able to get ozonesonde pairing done myself but haven't gotten to working on the plotting. Generally it seems like you've made much more progress than I have on this so it might be best to just move forward with what you have.
