Create two UFO evaluation test data sets from GSI diagnostic files

2021080100 - this is the original test data date
- only radiance data will have different results due to switching from CRTM-2.3 to CRTM-2.4
- results from non-radiance types should be the same
2023080100 - for evaluating all-sky MW assimilation (v16.3. configuration)
