changes from wgrib2 implementation?

We need to examine the wgrib2 version of ip/ip2 and see if there are any changes we need to pick up.

If unneeded code can be eliminated, that's great. If we are to eliminate used code because of a potential copyright infringement, we need to discuss on a case by case basis. Let's see what the changes are.
