As a good coding practice having a debug option in a makefile is a good thing. The makefiles in ww3_tp2.14 input directories, do not have a debug option (the do have clean though). If these makefiles are not going away with the adoption of cmake, we should add a debug build option.

Makefiles within WW3 have debug and clean options

Removal of makefiles because of move to cmake.

This is a requirement for code that is put into operations at EMC. While EMC does not actually use these makefiles in operations these makefiles get flagged because they are apart of the code. In general, it's good practice to have a debug option and might be helpful so I'm making an issue for this.
