Description

Provide a clear and concise description of what the bug is.
Also give a description of how to fix the bug.
The snow depth in the atmosphere surface file has many bulls eye near the land/ocean boundaries in coupled runs.
It turns out that there is a bug in the way snow volume from the ice model as used in the atmos model.

To Reproduce:

What compilers/machines are you seeing this with?
Give explicit steps to reproduce the behavior.
