Add ecflow workflow support for WCOSS2 from production/RRFS.v1 branch

Review the current RRFS.v1 and the rocoto based parallel. Develop ecflow workflow to enable running implementation parallel.
Step to accomplish the task:
(1) Check and analysis on current rocoto based setup.
(2) Design architecture for ecflow workflow.
(3) Implement ecflow workflow.
(4) Turning and scaling adjustment on ecflow workflow.
(5) Verification testing.
(6) Stability testing.
(7) Reproducibility testing.
(8) Implementation package preparation.
(9) Code delivery documentation.
