Develop an application for streamlining the HydroVIS service development process

There are many very tedious steps to creating a new HydroVIS service - most of which are very standardized, yet still manual and thus easily missed by humans. I have proposed the development of an application that will get most of this minutia out of the way and both allow developers to focus on their core mission (and hopefully passion) and avoid many common bugs and pitfalls that slow down our deployment process.

I will flesh out the features as they are brainstormed and developed.
