historical driver file generation modernization

I would like interpolate_input_parameters.py to reach feature parity with parse_realtime.py in terms of attributes, the time variable, and (to some extent) code cleanup. Also, the exglobal script should link output from the RUNDIR to the ROTDIR, similar to the operational workflow.

Optionally, we should give another crack at IPE with respect to ingesting the NetCDF driver file rather than the text driver file with the goal being to remove that feature entirely.
