is CSP (Azure,Aws or etc..) must to work on NeMo framework for Generative AI work? Cant we scale/leverage it on -OnPremise database with 8 GPUs

I have 8 GPUs with a memory of 256 GB. Cant i leverage this and run GPT model for Generative AI work using NeMO framework with out using any CSP?
if so, could you share the command lines for initial set up/configurations for the same.
