The "New Project" form should link to the sections of the project form

Acceptance criteria

Is behind FF of Feature Flag for New Projects #1242
A side menu exists that links to each section of the new project form

Depends on:

Project epic

Features
- 2, online form
Stories
- 6, navigation bar
