Errors in geographic equivalence between different summary levels #713

Individual geographies (eg, PUMAs or NTAs), after being selected, are not correctly reflecting constituent sub-geographies when switching summary levels (eg, census tracts).

Examples:

  1. Select Brooklyn PUMA 4009, then switch to census tracts. Brooklyn tract 638 is incorrectly added, while tract 698 is incorrectly omitted.

  2. Select Bronx PUMA 3703, then switch to census tracts. Bronx tracts 118 and 516 are incorrectly omitted.

  3. Select Brooklyn NTA BK91 (East Flatbush-Farragut), then switch to census tracts. Brooklyn tract 854 is incorrectly omitted. (Oddly, example 3 does not happen in IE.)

Tested on Chrome 70.0.3538.77 (Official Build) (64-bit) and Firefox 65.0 (32-bit)
