What should happen

Selecting a borough and entering a block in this filter UI should filter the project records to only ones in that borough-block combo.

What happened instead

The filter for borough-block isn't working and the number of projects stays the same.

Steps to reproduce

  1. Turn on the Borough / Block filter
  2. Choose a borough, like Manhattan
  3. Enter a block, like 1033
  4. See that the project results list and count stays the same. There's no console error that seems related.
