It looks like NPCA only use just NUMA node0 for "aggregate" CPU usage calculation, which do not match with the Windows Task Manager outputs.
This ticket is to request NCPA to use both (ALL) NUMA nodes when calculating "aggregate" CPU usage.
We have a client report that a Windows server which has two NUMA nodes. NUMA node 1 is always 100%, but NUMA node 0 is not.
Windows Task Manger report 100% usage for about an hour, but NCPA "aggregate" CPU usage only report just 4%.
