As part of the upcoming Skosmos 2.8 (which puts extra effort on accessibility issues) refine the use of headers (<h1..h6>) in Skosmos code base.

Proposed solution can be based on the work done under the issues #1036 #1037 #1038 #1039.

Note that changing the element tags will affect CSS and possibly existing JS-initiated CSS-based event handlers, thus, being a breaking change in that sense.
