Allow peers to use different ports for UDP and TCP #7247

Currently Nethermind only stores one port; so if they differ Nethermind won't be able to connect to them

PR #7026 changes the logic to not even trying to connect to them (as is waste of time); howerver it would be perhaps better to support different ports.
