使用Handler的Produce产生消息的时候只能归属于当前的应用，无法被另一个应用中的作业消费

是的，设计上Handler生产的消息只能属于当前应用。
请问你是在什么场景下需要跨应用消费？我们可以评估一下跨应用发布消费的方案
