[PCT] Hammer Stamp combo burst bug

Currently sloth wont hold hammer stamp combo to use with Starry Muse. What will happen is, hammer comes off cool down, it will use the combo immediately, cast starry muse, cast weapon motiff immediately after starry muse.

Both single target advance and simple mode have this issue. Seems to be happen when you are below level 86 and do not have 2 hammer stamp stacks.
