This does **not** fix the issue in #970, unfortunately, but it's as close to a fix as we can get for now.

Playtested already, works just fine, and the wands that can still place Induction Cells respect their NBT data... semi-correctly

well they ignore the NBT data when deciding what they're allowed to place, but they do respect the nbt data of the blocks they're placing^^
